Ms. Rutkowski has over 30 years of insurance and policy experience serving in numerous capacities with 17 of those years distinctly concentrated in insurance regulatory and compliance side of operations. Ms. Rutkowski was the Director with the Florida Office of Insurance Regulation (OIR) responsible for regulatory oversight of all Life and Health insurance products, actuarial review of rate filings and enforcement of laws and regulations governing insurance policy contract forms, applications, endorsements, etc. During her time with OIR, she served on various NAIC and IIPRC committees and working groups. Following her position at OIR, Monica became a members of a senior executive leadership team and a Vice President of Regulatory Compliance and External Affairs at one of the largest US based consulting and brokerage companies with insurance and reinsurance expertise, strategic advisory services, and industry-leading analytics. Ms. Rutkowski has been with Examination Resources since June 2022 where she currently oversees the Non-Federal Government Plans investigations.
Ms. Rutkowski is a member of the Insurance Regulatory Examiners Society (IRES) and holds the Certified Insurance Examiner (CIE), Fellow, Academy for Healthcare Management (FAHM), and Market Conduct Management (MCM) designations. Ms. Rutkowski earned her Bachelor of Arts from University of Connecticut, Master of Social Work, Master of Public Administration, Graduate Certificate in Health Care Policy and Administration and PH.D. (ABD) from Florida State University. Ms. Rutkowski is an active member of IRES, PMI and AICP.
