Examination Resources, LLC (“ER”) is excited to announce the newest members of our Receivership Team. Led by Don Roof, our Managing Director of Receiverships, ER provides Special Deputy Receiver and related services to state insurance regulators across the country. The addition of these experienced individuals to our existing team of receivership, accounting, actuarial, reinsurance, claims, legal and IT professionals reflect our continued commitment to providing exceptional service and support to our valued clients.

Don Roof, MCM

Managing Director

Don has been in the field of insurance regulation for 30+ years. Prior to joining ER in 2013, Don held the position of Director of Insurance & Financial Oversight with the Georgia Department of Insurance. As Division Director, Don was responsible for financial and market conduct examinations, financial and market analysis, troubled company administration, mergers and acquisitions, holding company transactions and company licensing. Prior to assuming the position of Division Director, Don served as Georgia’s Chief Financial and Market Conduct Examiner. Don has been involved in numerous receiverships over the years and brings specialized experience and knowledge with the Captive market. During his tenure with the Georgia Department, Don appeared before the Georgia Legislature providing testimony on various bills including Georgia’s Credit for Reinsurance law. As Managing Director for ER, Don’s main role is to continue to develop ER’s Receivership consulting services and assist with the continued growth in insurance regulatory consulting services. Don oversees the management of large engagements, specialized projects and provides assistance with marketing initiatives. Don received his B.B.A. in Risk Management and Insurance from the University of Georgia. He resides and works in Atlanta, GA.

Krissy Alexander

Executive Administrative Assistant

Krissy joins ER as Executive Administrative Assistant providing comprehensive support to the Division’s leadership team. Her responsibilities include monitoring project progress and contract compliance, prioritizing Division tasks, ensuring timely and effective communications with our clients, and coordinating scheduling, travel arrangements and preparation of itineraries. 

Harry (Trey) L. Sivley III, Esq.

Special Deputy Receiver 

Trey has been in the field of insurance regulation for 20+ years. Prior to joining ER, Trey was employed by UnitedHealthcare as Associate General Counsel and Director of Regulatory Affairs where he provided legal counsel to the South Atlantic CEOs and executives and ensured overall enterprise compliance for the SE region.  Trey also previously served as Director of the Division of Insurance and Financial Oversight for the Georgia Department of Insurance where he managed all financial examinations, market regulation activities, financial analysis, administrative supervisions, and receiverships.  In addition, Trey was in private practice at the law firm of Locke Lord, LLP, where he served as outside counsel to healthcare and other insurance clients as a member of the Regulatory and Transactional Practice Group. Trey earned both his Bachelor of Arts in Accounting and Juris Doctor from Georgia State University.  He is a member of the State Bar of Georgia and a member of the American Bar Association.

Leo C. Garrity Jr., CPA, AIR

Estate Manager

Leo has provided management consulting, business advisory, and transaction advisory services for regulators, insurers, and managed care organizations for 30+ years. Prior to joining ER, Leo was employed by Risk & Regulatory Consulting, LLC where he provided troubled company and receivership services to state insurance regulators. Leo also previously held positions of Managing Director and Senior Manager for two Accounting and Consulting firms providing external audit, internal audit, SOX, and business and transaction advisory services to insurers, managed care organizations, and regulators. During his career Leo has been appointed and served as Deputy Supervisor, Deputy Rehabilitator, and Deputy Liquidator.

Leo earned his Bachelor of Science in Accounting from Providence College. Leo is a licensed CPA and holds the designation of Associated Insurance Receiver – Accounting/Financial from the International Association of Insurance Receivers.

Garland Scott

Estate Manager

Garland’s experience in the health insurance and health care industry spans 33 years. Before joining ER Garland held the position of CEO with UnitedHealthcare responsible for North Carolina, South Carolina, and Georgia.  As CEO, Garland had P&L responsibility for commercial group business in these states with up to 2 billion in revenue and 2 billion in ASO medical spend. His primary responsibility was leading the planning and deployment for local provider, customer, consumer, regulatory and legislative initiatives. This included, attaining 70% penetration in both North Carolina and South Carolina with provider value-based reimbursement, transforming the commercial marketplace by finalizing legislation that removed MFNs from North Carolina and allowing small business owners access to level funded benefit plans in North Carolina and South Carolina, winning the state of Georgia employee/retiree health plan serving over 300,000 members, and partnering with the Department of Insurance to launch individual exchange plans to serve over 175,000 members in North Carolina. Prior to CEO of the Carolinas, Garland served in the CEO position for Tennessee and Arkansas with UnitedHealthcare. Before the UnitedHealthcare acquisition, Garland was the VP of operations for John Deere Healthcare in the states of Virginia and Tennessee and then VP of Operations for Iowa, Illinois, and Wisconsin. In this role he had P&L responsibility for commercial group, individual, Medicare advantage, Medicare cost, Medicaid, and CHIP lines of business serving 750,000 members. Garland received his undergrad BBA and Accounting minor and his MBA in Economics and Finance from ETSU.

Doug Hartz, CIR-ML, JD, MBA

Estate Manager

Doug has been in the field of insurance regulation for more than 36 years. His expertise and experience span insurance regulatory oversight from licensing to liquidation, financial condition and market conduct, risk focused and solvency – analysis and examinations for all major lines of insurance. He has been a deputy receiver, supervisor, expert witness, or consultant for numerous state insurance departments. Doug has also held positions in the areas of financial regulatory examinations and analysis as Deputy Commissioner for Company Supervision for the Washington Office of the Insurance Commissioner and as Chief Examiner and Insurance Institutions Manager for the Oregon Division of Financial Regulation. He has been a member, chair, co-chair, and vice-chair on various NAIC Drafting, Sub-Working and Working Groups, and Task Forces. Doug is a member of the International Association of Insurance Receivers (IAIR) and Society of Financial Examiners (SOFE). Doug was first elected to the IAIR Board of Directors in 1992 and has served as an officer and IAIR’s fourth President in the ensuing years. Doug earned both his Bachelor of Science, Emphasis Accounting, and Master of Business Administration, Emphasis Accounting, from the University of Colorado and his Juris Doctorate from Denver University.
