Reba Leonard has more than 30 years’ experience as an analyst, project manager, regulatory affairs consultant, compliance executive, and examiner. Her career began as an intelligence analyst in the U.S. Army where she excelled as a technician, squad leader, and instructor. She transitioned to the financial services industry as a project manager specializing in credit card portfolio acquisitions, product development, systems development and compliance projects that included the implementation of newly legislated requirements such as the Gramm-Leach-Bliley Act, Sarbanes Oxley financial controls, Office of Foreign Asset Control, Foreign Corrupt Practices Act, and the Fair Credit Reporting Act.
Reba pivoted into the insurance industry as a Chief Compliance Officer and Regulatory Affairs consultant, guiding multiple organizations through ACA implementations, agency and TPA licensing, Certificate of Authority filings, and market conduct examinations in the health insurance market.
Reba is currently a Manager in the Health Consulting Division and is responsible for overseeing the work of Federal Market Conduct Examinations.
Reba obtained her BS in Business Management from Western Governor’s University. She is a Certified Risk Management Professional (CRMP), a Certified Insurance Examiner (CIE), and a Fellow, Academy for Healthcare Management (FAHM). She is a member of the Insurance Regulatory Examiners Society (IRES).
