Mitchell began his regulatory career in 2014 working with the Minnesota Department of Commerce as a market conduct examiner, performing examinations across life, annuity, and property and casualty lines of business. Mitchell joined ER in 2018 and expanded his areas of focus to include health and Mental Health Parity and Addiction Equity Act (MHPAEA) examinations and audits. In 2021, Mitchell became a Manager of ER’s health consulting services for our state partnerships. Mitchell also serves as ER’s In-House Counsel. Prior to his regulatory career, Mitchell began his career of serving the public as a Prosecuting Attorney.
Mitchell earned his B.A. in Criminology / Psychology from The University of Minnesota Duluth and a Juris Doctor from William Mitchell College of Law. He is a member of the Insurance Regulatory Examiners Society (IRES) and holds the Certified Insurance Examiner (CIE), Fellow, Academy for Healthcare Management (FAHM), and Market Conduct Management (MCM) designations. Mitchell is a licensed attorney and works and resides in Minneapolis, MN.
